Export Logistics will typically work either for the governmental program or weapon systems manager who needs to gather pricing and availability or the manufacturer whose products are identified in a Letter of Request from a foreign government. Either way, the earlier in the FMS process we are included, the more we can help. On the government side we search our supply chain for a solution that meets the foreign end-users’ request relieving this burden and provide one or multiple sources depending on the competitive circumstance. For defense manufacturers we guide them through a vague and circuitous sales channel and provide transparency and predictability for internal planning. Export Logistics works as part of your capture team providing data for reporting purposes and guidance to improve PWIN and speed of contracting.
Our goal is to sell materiel to the government at a competitive price within the defined budget. Contracting officers will ensure price reasonableness but our approach is to ask for a performance based “discount” from the manufacturer thus passing on a benefit to both without creating incremental cost.
Normal defense companies plan for and expect a long tedious contracting process once they have a customer committed to their product. Traditional government contracting avenues can take months or even years. Export Logistics offers non-tradition, FAR-compliant, SAM-compliant contracting methods that are predictable. Normal contracting times range from one to six weeks from funding.
Our team has transacted FMS business for large Fortune 100 companies as well as small, single-product manufacturers. Although we are brand and product agnostic, most of our work is in wheeled and tracked vehicle spare parts, obsolescence management, and specialty vehicles, combat vehicles, fire and emergency trucks and spares, and service on all of the above. We prefer to only transact business that includes the Total Package Approach.
Major Gen Jeff Drushal, then Commanding General of USASAC gave a speech at AUSA several years ago highlighting for government contractors the importance of “TPA”. Paraphrased, his message was that every product or new technology we deliver as part of security assistance must be accompanies by spares to keep it in the fight, and training so our foreign partners can make the most of it. When Export Logistics provides a quote to the government for any technology, it includes TPA. The challenge in recent years has been providing logistical support in places like Ukraine, South Sudan and other warzones and austere environments.
